Police believe 35-year-old Luis Godoy used his van to block the path of two 13-year-old girls walking down the street and then exposed himself to them.
Authorities also said a couple days later, he stopped his van at a bus stop, got out and exposed himself to a woman sitting by herself.
Police believe there may be more victims.
Godoy drives a silver 2002 Honda Odyssey with California license plate 4VYM749.
