The /*National Transportation Safety Board*/ says the Coast Guard vessel was traveling at dangerous speeds when it struck a pleasure boat during a December 2009 holiday parade on San Diego Bay.
The 33-foot Coast Guard boat was going as fast as 48 miles per hour at the time. It was responding to a grounded sailboat that was in danger of taking on water.
An 8-year-old boy died in the crash and four others were injured.
