Officials say a "vicious" dog is one that's trained to fight or aggressively injures a person when not provoked.
Previously, only a judge could find a dog "vicious."
The new ordinance is expected to save legal costs and increase public safety.
Dog owners will be able to contest rulings within five days of a designation.
