A detective from the station discovered in March 2011 that Bell had been sexually molesting a 15-year-old male, according to the department.
An investigation revealed Bell had met the teen in an Internet chat room and had met with the victim and had sex several times over the last 16 months, according to the department. Bell is accused of taping one of the incidents and uploading the encounter to the Internet.
A search warrant was obtained and Bell's Riverside residence and a computer was seized from the home. A forensic investigation of the computer revealed another male victim, in addition to images of the first victim.
The second victim's story corroborated the first victim's allegations, according to the department.
