Councilman Jere Melo was shot around 10 a.m. on Saturday in the woods near Fort Bragg.
A person walking with the councilman was able to escape and call for help.
The gunman has been identified as Aaron Bassler, whom authorities say is a transient.
There's no word on why Bassler may have shot the councilman.
