Police responded to an alarm in the 14000 block of Red Hill Avenue at about 8:45 p.m. As officers approached the scene, they spotted three people riding around in a vehicle.
Police pulled them over, found burglary tools inside and arrested everyone in the vehicle.
Another suspect was believed to barricaded in a vacant building next to a Wells Fargo ATM. The SWAT team searched the building, but didn't find anyone.
Police say they believe one or more suspects may have fled the area prior to the police arrival.
Officials say the suspects in the vehicle may have been planning to break into the ATM through the vacant building.
