Enrique Vasquez Rodriguez, 36, is accused of starting a sexual relationship with the girl between May and July.
Rodriguez is described as a male Hispanic standing 5 feet 7 inches tall and weighing 185 pounds, with brown hair and brown eyes.
Rodriguez is known to frequent Downey, Bell, Fontana and San Bernardino County.
The case was presented to the Los Angeles County District Attorney's office and a criminal complaint was filed against Rodriguez. There is an arrest warrant for Rodriguez for sexual assault which carries a $1 million bail, according to Downey Police.
