Riverside police arrested 53-year-old Leonard Woods of Moreno Valley for the 1992 murder of Judith Goodman, who was found strangled in her Gould Street apartment.
Goodman was bound at the wrists and ankles with plastic zip ties and her mouth was covered with duct tape.
Police reopened the murder case last year and DNA results led to the arrest of Woods.
