The incident happened at around 7 p.m. Tuesday.
Santa Ana police traced the laser to an apartment at 3900 South Flower Avenue.
Daniel Garcia, 24, allegedly told police he and some friends were "messing around in his backyard" and did not realize that pointing a laser at an aircraft was illegal.
He remains behind bars without bail.
