Murder charge to be filed in Norma Lopez case

RIVERSIDE, Calif.

The Riverside County District Attorney's Office announced that it would file one count of murder with special circumstance allegation of kidnapping against 35-year-old Jesse Perez Torres.

Torres will be arraigned on Thursday at 1:30 p.m

Lopez, 17, disappeared on July 15, 2010, while walking to a friend's house after summer school at Valley View High School in Moreno Valley. Five days later, her body was found in a field nearby.

Torres, a Long Beach resident, was arrested on Thursday near his apartment. Because charges hadn't been filed within 48 hours of his arrest, Torres was released from jail Monday night. He was quickly re-arrested on the front steps to allow the 48-hour time period to start over again.

Authorities said they were confident they had the right suspect, saying Torres lived in Moreno Valley on a street Lopez walked by the day she was abducted. He and his family moved from Moreno Valley to Long Beach in August 2010.

Authorities also said a vehicle Torres owned matched description of the vehicle witnesses reported seeing the day Lopez was abducted.
