The Los Angeles County District Attorney's office said 32-year-old Elizabeth Macias could still face misdemeanor charges.
Video posted on YouTube captured the wild scene at the Porter Ranch Wal-Mart when video games went on sale.
Police said it is possible Macias used the pepper spray in self-defense.
She left the store and surrendered the next day, but she declined to be interviewed by police.
