It happened at around 3 a.m. at Central Avenue and east 8th Street.
A 24-inch pipe broke under the intersection; a river of water ran down the street. Two blocks had to be shut down as the water flooded the area up to 2-feet deep in some spots.
Crews turned off the water and worked on repairs.
