The shooting happened late Sunday night in the 17,000 block of Foothill Boulevard.
A police officer performed a vehicle check on the west side of the parking lot and approached the male driver. The two then got into a struggle and the officer shot the driver.
The driver was taken to a nearby hospital in critical condition.
San Bernardino County Sheriff's Department is handling the investigation.
