Andres Lazaro Bautista, 49, was arrested following a two-week investigation after Moorpark officials learned of the alleged crimes.
Bautista allegedly annoyed the girls while they walked to a bus stop near an elementary school.
At least seven victims identified Bautista as the suspect, according to the sheriff's department.
The alleged incidents occurred between October and December.
