The incident happened on the 200 block of West Highland Avenue just before 10 p.m. Monday.
Police said they encountered the suspect in the 7-Eleven parking lot.
A man who was at the laundromat next door said a witness told him what happened.
"There was a gentleman that came out of the store. He was carrying two packs of beer. Once he saw the officers ... he actually dropped the beer, seemed like he reached for something and that's when the shooting occurred," said Reginald Hobdy.
The suspect was hospitalized in stable condition at Loma Linda University Medical Center.
No officers were injured. The shooting remains under investigation.
