Detectives said Joseph Rodriguez was wearing a bathrobe when they found him on the 13900 block of Tustin East Drive at about 10 p.m. on Wednesday.
Accordinig to investigators, Rodriguez admitted to watching women and masturbating from their apartment balconies in Santa Ana and Mission Viejo.
Investigators said in December, Rodriguez actually went into one woman's apartment when she took her dog for a walk. She came home to find him in her living room, holding shoes and a bra. He fled after he told the victim that he had masturbated in her apartment.
Rodriguez is being held at Orange County Jail with bail set at $50,000.
