Milanya Mundell, 29, has been booked for child neglect and being under the influence of drugs. Officials say her daughter was found in the parking lot crying for her mother at about 10 p.m.
When deputies entered Mundell's apartment, they found a loaded syringe and drugs.
The toddler is in protective custody. Mundell is being held on $100,000 bail.
