The shooting happened Sunday in the 900 block of Asbury Street.
Police said Luis Alonzo Rios got into a heated exchange with his neighbor over a recent criminal case and then fired several shots at the man. The neighbor was able to get back into his house without being shot.
Rios then left in a dark gray 1993 Chevrolet Caprice station wagon with the license plate number 6PBU037. The phrase "West Coast Choppers" is on the back window.
Anyone with information on his whereabouts was asked to call police.
