Police were called to the store at 271 W. Esplanade Drive in Oxnard at about 4 p.m. A man was reportedly using a concealed videotaping device on his shoe to record under a female victim's clothing, according to police.
The victim told officers that as an adult male approached her in the store, she noticed the device concealed on his shoe.
The suspect was captured on surveillance video in the store. He was later identified and arrested, according to police.
Jibri Liu Kinte Burnett, 34, was arrested for use of concealed camera to secretly tape another. He was held on $2,500 bond and scheduled for arraignment Wednesday.
