State Assembly Bill 1434 extends the requirement to university employees. California already required reporting by those who supervise children, like teachers, teacher aides, doctors and others. Assembly Bill 1435 added coaches and administrators in public and private kindergarten through 12th grade schools.
AB1434 was introduced by Assemblyman Mike Feuer (D-Los Angeles). AB1435 was introduced by Assmb. Roger Dickinson (D-Sacramento).
The bills were formulated in reaction to the Pennsylvania State University sexual abuse case, in which assistant football coach Jerry Sandusky was convicted of sexually abusing 10 boys. Some former co-workers allegedly knew of some of the abuse but failed to report it.
