Santa Monica College pepper spray incident violated campus policy - report

SANTA MONICA, Calif.

The report shows that both campus police and students were at fault, but the use of pepper spray clearly violated school policy.

The violent encounter was captured on camera as campus police pepper sprayed the crowd. An independent review of the run-in outside a board of trustees meeting in April says inadequate planning by campus police contributed to the chaos as students protested a proposed fee plan.

The report says the use of pepper spray violated policy and says no warning was given before it was deployed. Student demonstrators are also at fault, according to be report, for "inappropriate" actions. The review panel has come up with 13 recommendations, including more training for campus police.

"Definitely, I'm hoping some type of reform come from it," said student Chacta Isaccs Brice.

The recommendations have been given to the college president, who will decide which ones will be implemented.
