Arthur Andrade, 29, surrendered to Whittier police at 1 a.m. Sunday. He was booked at the Montebello Police Department and charged with murder. Andrade is being held on $1 million bail and is expected to appear in court Tuesday, March 19.
The shooting happened outside Soria Esperanza's workplace, a Mexican restaurant in the 100 block of West Washington Boulevard.
Esperanza, 24, was sitting in her car when she was approached by her estranged husband. Investigators say the couple had a violent relationship and Esperanza had filed a restraining order against Andrade.
"While she was waiting in her car, she was approached by her husband. He started arguing with her and sometime during the argument, he pulled out a gun and shot her and killed her," said Lt. John Corina with the Los Angeles County Sheriff's Department.
Authorities say the murder weapon and vehicle are still outstanding.
According to court documents, the couple was due in court on Wednesday.
