The body was found around 5:45 p.m. Wednesday on San Francisquito Canyon Road, about five miles south of Spunky Canyon Road.
Investigators said utility workers smelled something unusual and then found a body stuffed inside a bag.
The coroner has removed the body from the scene. Investigators have not revealed any details about the sex or apparent age of the victim.
