The accident happened around 4:50 a.m. on PCH at Coastline Drive.
Paramedics transported the female bicyclist to a local hospital in serious condition. Authorities said she is expected to survive.
Both sides of PCH were reopened shortly before 7 a.m.
The California Highway Patrol is investigating the crash.
