Police say the 18-year-old victim was riding her bicycle around 11:45 a.m. in the area of Kimball and Foothill roads when she saw the suspect driving past her several times and observing her from his white car.
According to investigators, the suspect, later identified as Frank Uli of Ventura, had his shirt off and he was "committing lewd conduct while watching the victim and still slowly driving his vehicle."
The victim called police when Uli drove by her for the third time. Officers responded to the scene and stopped the suspect's vehicle near Wells and Telegraph roads. Uli was positively identified as the suspect and booked at the Ventura County Jail.
