Lil Za, whose real name is Xavier Dominique Smith, is set to be arraigned next week.
The rapper was arrested last month after detectives say he was found with ecstasy and oxycodone in Bieber's Calabasas home.
It happened during a search for evidence in Bieber's egg-tossing vandalism investigation.
Lil Za is also being charged with one count of damaging a prison or jail, which happened shortly after his arrest.
