Police responded to a call on the 10500 block of Nopalito Street, where the suspect, identified as Andrew Ambriz, allegedly stole the unidentified victim's car, Ventura Police Department officials said.
The victim, who knew Ambriz, tried to prevent him from leaving, but was struck as he drove east on Nopalito Street, police said.
Ambriz stopped the car and fled on foot to a nearby residential area, witnesses told police.
Officers found Ambriz several blocks away and arrested him without incident.
The victim was taken to Ventura County Medical Center for non-life threatening injuries.
