The crash happened around 8:30 p.m. on 5th Street between Pedley Road and Cooley Street, just east of Waterman Avenue.
Authorities say a driver lost control and crashed through a fence, plunging 20 feet into a concrete drainage canal.
Two people were thrown from the wreckage and two others were trapped inside. The vehicle burst into flames, killing both people trapped in the vehicle.
One of the people ejected was pronounced dead at the scene. The fourth person was transported to an area hospital in extremely critical condition. She later died.
The cause of the crash remains under investigation.
