The Torrance City Council banned outdoor watering between 9 a.m. and 5 p.m., limited watering to three days a week and required the repair of water leaks within seven days.
These are the first restrictions since 2009.
Outdoor irrigation accounts for 40 percent of all residential water-use in the city, officials said.
Although there is no active enforcement mechanism, residents can report wasteful water-use to the Public Works Department at (310) 781-6900.
