LA police commission says off-duty officer who fired gun in scuffle with teens violated policy

LOS ANGELES (KABC) -- The Los Angeles Police Commission said the off-duty LAPD officer who fired a gun during a scuffle with a 13-year-old in his Anaheim yard violated department policy.

LAPD Chief Charlie Beck will now decide whether to discipline Officer Kevin Ferguson over last year's confrontation, which was sparked by teens cutting across the yard of his Anaheim home.

Last month, Orange County prosecutors decided not to file charges against Ferguson.

Prosecutors said they would not be able to prove beyond a reasonable doubt that Ferguson used excessive force.

The fight on Ferguson's front lawn 11 months ago was captured on two widely circulated videos that spurred heated anti-police protests in the city.
