CHP officials say Brandon Bencomo was driving with a 5-year-old girl and a 22-year-old woman as passengers in his 2022 Kia Stinger on the freeway around 4:38 a.m. Thursday.
He was driving westbound in the eastbound lanes and smashed head-on into a Honda Fit traveling in the correct direction on the freeway east of Santa Fe Avenue.
The driver and sole occupant of the Honda, a 33-year-old Los Angeles man, was killed.
The three occupants of the Kia were hospitalized with minor to moderate injuries.
A CHP report indicates the 5-year-old girl in the Kia was not protected by any safety equipment in the car - such as a seat belt or child seat - at the time of the crash.
The name of the deceased Honda driver has not been released pending notification of family.
It was not clear from the CHP report whether the occupants of the Kia were related to each other.
