"A lot of them are being rejected. Sometimes there's excessive fees being charged. These are donations," community activist Carlos Marroquin said.
Officials from the Mexican consulate said donations are welcome, but there are still some rules.
"If you want to send clothes it has to be new clothes. I know many people want to send used clothes, but it is rules, sanitary rules," Alejandra Cano from the Mexican consulate said.
She said the borders are open with no tax payments of any kind so if anyone tried to ask for money to report it immediately.
