The incident was reported just before 5 a.m. at Humboldt Street, according to the California Highway Patrol's traffic log.
Video from the scene showed smoke billowing from the Arco tanker truck as firefighters tried to extinguished flames. It's unclear how the fire started.
The incident initially shut down the entire northbound side of the freeway, but two lanes were reopened by 6:30 a.m.
Drivers in the area were advised to exercise caution.
