The operation happened near the CARECEN Day Labor Center, which is located next to the Home Depot.
That area has been the target of at least three immigration raids in the last several months.
Video obtained by Eyewitness News Thursday shows unmarked vans driving into the area, and within seconds, agents are seen jumping out.
"A lot of people running up and down, people tripping over themselves, people falling, people frantic, people trying to find safety, not knowing if they're going to be grabbed or not," said Joshua Erazo, who works at the labor center.
In surveillance video, you can see gas canisters being used. At one point, one person tried to run and was chased by an officer. The person fell to the ground, got back up and tried to run again.
One man who spoke with Eyewitness News in Spanish said he screamed that "ICE is here" when he saw the agents.
He said they came out with weapons and were wearing masks. The labor center ended up closing its doors Thursday morning, and agents didn't try to go in.
"I didn't see them carrying any warrants, I didn't see them identify themselves or ask for anybody in specific," said Erazo. "Seems to me as if they were just grabbing whoever they could."
This comes just weeks after federal agents used a Penske rental truck during an immigration raid at the same Home Depot and took several people into custody.

On Thursday, Trump White House border czar Tom Homan pledged an increase in raids all over the country, including Southern California.
"Seventy percent of the people ICE arrests are criminals ... who's the other 30%? National security threats. We arrested thousands of national security threats," he said.
The Department of Homeland Security sent ABC7 a statement on Thursday's operation, which read in part, "Three of those arrested had extensive rap sheets for crimes including visa overstay, possession of a controlled substance and grand theft. One individual also had a final order of deportation from an immigration judge."
Meantime, the LA Rapid Response Network (LARRN), a network convened by the Coalition for Humane Immigrant Rights (CHIRLA), issued a statement on Thursday's raid, expressing "deep concern."
"We are disturbed by what can only be described as an act of terror and indiscriminate roundup of Latino street vendors, day laborers, and people who were going about their daily lives," read the statement. "This warrantless, racist sweep marks the fourth time this Home Depot location has been raided since June 6, including the infamous use a Penske rental truck. Reports indicate that between 8 - 15 persons were detained [Thursday] morning."
"It is important to note that even after the Temporary Restraining Order (TRO) was put in place last month, apparent violations and possible racial profiling by federal agents continue to occur in what would be a blatant disregard for the law," the statement continued. "The excessive use of force, targeting of Latino men and women standing on that corner, and apparent disregard of community safety standards by federal agents is deeply disturbing, may be a violation of the TRO currently in place, and must be investigated."
