The incident appears to have started after police closed the doors to Wednesday evening's meeting, preventing people from going inside. Moments later, video captured by a witness shows a woman confronting Bell police officers.
In the video, she yelled at officers for blocking the entrance after being denied entry into the meeting. She said there was still capacity inside.
The video also shows the woman accusing at least one officer of putting their hands on someone else.
The situation quickly escalated outside as officers attempted to push the woman out. The woman appeared to push back until officers eventually pulled her back in and detained her.
"People that are governing our cities, they should do better. There's different ways to do things," said witness Mike Sanchez. "I understand there are agitators out there sometimes, but not everybody is an agitator. Don't take it out on the innocent people that are just trying to fight for their rights."
This comes after a protest broke out last Friday over possible immigration raids in the cities of Bell and Maywood. Video from AIR7 shows federal agents deploying some kind of tear gas or smoke bombs on a small crowd of protesters.
Video also shows people throwing rocks and bottles at cars belonging to federal agents as they drove by.
It appears two groups of demonstrators had gathered outside of Wednesday's meeting, one protesting the ongoing immigration crackdown. However, it's unclear who was involved in the fight.
The council meeting went into recess.
The Bell Police Department has not confirmed if there is an active investigation or if someone was arrested.
