Subcontractor allegedly destroys new Orange County parking lot over payment dispute

An apparent dispute over payment allegedly led a subcontractor to tear up their own work at an animal hospital in Orange.

It was a brand new parking lot, but now it's a construction nightmare. The subcontractor allegedly returned to the site and left a parking lot looking like Swiss cheese.

"The thunderous noise of the machine he was using, and I watched it come through over and over, breaking the brick over and over," said one woman who didn't give her name.

She said it happened around 7 a.m. Tuesday.

Eyewitnesses say the person used a hydraulic jackhammer and was drilling holes one after another.

Bahram Zemoudeh, who lives next door, described the noise it made and said it took about 50 minutes to tear up the smooth concrete surface.

The business is the Orange Friendly Animal Hospital. It appears the person who destroyed the lot was a subcontractor who did the work, but then there was a disagreement over the payment.

The owner of the hospital didn't want to go on camera, but off camera, he told Eyewitness News the cost was more than $200,000, and he paid everyone.

He said he even paid the suppliers directly because the contractor apparently did not.

In a statement, the hospital said the situation is a "misunderstanding. The subcontractor says they didn't get paid. We have checks cashed to prove we did."

Police investigators were at the scene Tuesday after the owner of the hospital filed a complaint. Eyewitness News tried reaching out to the contractor and subcontractor, but so far, has not been able to find them.

People who live in the assisted living center next door said this is simply wrong.

"There's no need for this. I don't know what happened, and I really don't care. I just don't want to see the destruction going on," said George Lanning.

And now there are legal issues. Will this become a criminal or a civil investigation? That will be up to the district attorney to decide.
