Los Angeles police said the initial shooting happened in the area of 5th and Main streets around 3:30 p.m. A large crime scene was established in the area, where a white tent on the sidewalk appeared to be covering the victim's body.
Police witnessed the shooting as they were driving by and say the gunman took off, leading to a foot pursuit.
The foot pursuit ended at 4th and Springs streets, where the suspected shooter was seen holding a handgun, according to LAPD. Police opened fire and shot the suspect with "less-lethal kinetic projectiles."
Prior to the arrest, there was a bizarre confrontation involving the suspect. AIR7 footage showed the man spreading his arms wide while holding what appeared to be a gun.
The scene became more tense as LAPD officers moved in with guns drawn. The man was making odd gestures and there were times he pointed the gun at his head.
He fell to the ground after he was struck by the less-lethal rounds. Officers swarmed him and made the arrest.
Paramedics then arrived and the suspect was taken to a hospital to be treated for his injuries sustained when he was shot. He is in stable condition.
The man killed in the first shooting has not yet been identified. Detectives are trying to determine a motive for the killing.
