Jorge Tafolla Jr. was arrested at his home in Hesperia and was booked into the West Valley Detention Center on kidnapping and homicide charges, according to the Montclair Police Department.
The dramatic sequence of events happened on Tuesday and began as an argument between the suspect and three other people - two men and a woman - at a restaurant on the north end of the city.
Driver killed, passenger kidnapped after dispute leads to violent crash outside Montclair school
"As the victims left the area, the suspect chased them throughout the city in his own vehicle, reportedly shooting at the victims," said police in a statement.
The suspect at one point rammed the back end of the victims' vehicle, causing it to spin out and slam into a tree near Buena Vista Arts-Integrated Magnet School on San Bernardino Street.
The male passenger ran from the scene, and the female passenger was abducted by Tafolla, according to police.
The woman was then taken to Ontario, where she managed to get away and call 911. She was sent to a hospital for treatment. Her condition is unknown.
Meantime, the driver of the crashed car was found unresponsive.
He was taken to a hospital where he was pronounced dead. His identity has not been released.
"It appears that this is not a random incident and all involved parties are associated with each other," said police in a statement.
Meantime, one witness recalled hearing the crash, saying it "sounded like an explosion."
"The car was on the gate and a gentleman had fell out of the passenger side," said Katina Edwards. "I just seen them trying to resuscitate him. He wasn't breathing, and they just kept on saying 'He's not breathing, he's not breathing.' And then they put him on the bed and just went ahead and put him in the ambulance."
The circumstances that led to the original dispute were under investigation.
Anyone with information regarding the incident is asked to call the Montclair Police Department at (909) 621-4771.
