Gov. Jerry Brown issued a second executive order on Friday to deal with California's drought.

California Gov. Jerry Brown issued a second executive order Friday to deal with the statewide drought emergency.

The new order will cut red tape to get water to farmers more quickly and help the state prepare for what could be an extremely dangerous fire season.

So far this year, there have been more than a thousand wildfires. The average is 425.

The order simplifies rules to buy firefighting equipment and lets property owners quickly clear dying vegetation. It also says homeowners associations shouldn't fine residents who let their lawns go brown.

The governor issued his first drought-related executive order in January.
