Silva allegedly ran a red light, hitting Sila in a crosswalk at Bishop Road and North Broadway. He landed on the hood of the car, hit the windshield, slid off and was run over.
Silva was taken to a hospital, where he died of extensive blunt force injuries, police said.
Witnesses said Singleton was speeding and never slowed down even after hitting Silva.
Silva was going to get the car for his family after watching a football game at his alma mater Cathedral High School, police said.
His wife said she and their 9-year-old son did not see the accident.
Singleton was booked on suspicion of felony hit and run and is being held in lieu of $50,000 bail.
