Mark Davis tells owners he will file for Raiders' move to Vegas

Owner Mark Davis told NFL owners that Oakland has dropped the ball in terms of keeping the Raiders, and he will file papers to move his team to Las Vegas, sources told ESPN's Jim Trotter.
