Collins is described as a high-risk ex-convict.
Brea police say they have two incidents in which Collins would dress up in a business suit, enter an office building and steal wallets and purses left out in the open.
Investigators say Collin would use the stolen credit cards to buy gift cards.
Collins has been linked to similar thefts in other jurisdictions including Irvine, Newport Beach, and Beverly Hills.
Investigators say Collins has a number of additional warrants out for his arrest.
