Southern California Edison notified regulators last week that one of the damaged reactors, Unit 2, could be back in service Nov. 18 and the other, Unit 3, by Dec. 31.
The Nuclear Regulatory Commission must approve any plans to reopen the power plant. It has been closed since January after a tube break in a steam generator released traces of radiation.
A three-month federal probe blamed a botched computer analysis for generator design flaws that ultimately resulted in excessive wear to scores of alloy tubes.
Meantime, officials said Tuesday that the tab for the long-running crisis at the nuclear power plant has hit at least $165 million.
