California among 5 states to sue EPA

California Attorney General Jerry Brown is filing a lawsuit against the Environmental Protection Agency on Thursday, claiming it is not doing enough to regulate pollution from ships and planes.Brown says he has formally petitioned the EPA three times to set restrictions of pollution emissions. He claims ignoring those requests is a violation of the Clean Air Act.

The Bush administration says it has provided more than $40 billion in loan guarantees for businesses to deal with the problem.

California is one of five states announcing plans to sue the EPA.
