Elephant exhibit running over budget

GRIFFITH PARK, LOS ANGELES On Tuesday, the Los Angeles City Council approved a $1.1 million cost overrun for the second phase of the /*Pachyderm Forest*/ at the /*Los Angeles Zoo*/.

Earlier this year, animal activists failed to get the project shut down and relocate its lone elephant, Billy.

In January, the council voted to finish the $42 million project.

City officials are blaming the cost overruns on the increased costs of building materials.

/*Councilman Tony Cardenas*/, who opposed the overall project, said he's been assured the final phase of the project will have tighter oversight.
