Elephant exhibit running over budget

The controversial new elephant exhibit at the Los Angeles Zoo is running over budget.On Tuesday, the Los Angeles City Council approved a $1.1 million cost overrun for the second phase of the Pachyderm Forest at the Los Angeles Zoo.

Earlier this year, animal activists failed to get the project shut down and relocate its lone elephant, Billy.

In January, the council voted to finish the $42 million project.

City officials are blaming the cost overruns on the increased costs of building materials.

Councilman Tony Cardenas, who opposed the overall project, said he's been assured the final phase of the project will have tighter oversight.
