Eight people suffered injuries, including three children.
The lift was evacuated, and the injured were transported to hospitals.
A state official says the lift was properly inspected and licensed. The lift reportedly went into service in 1975 and recently passed inspection.
It is unclear whether winds or a mechanical malfunction caused the accident.
"We had to wait about an hour before someone came and they threw a rope over the wire and lowered us down with a harness," said one lift rider.
The resort says the lift was set for improvements but did not say when.
