Oxnard resident Luis Sanchez-Vega is accused of approaching women and teenagers on the street and fondling them. The victims ranged in age from 13 to 38.
Most of the incidents happened near Cabrillo Middle School.
Police arrested Sanchez-Vega after an incident on Wednesday in which the victim was able to write down a license plate number. He was booked into Ventura County Jail on four counts of sexual battery, three counts of child annoyance and one count of child molestation.
