Traffic was slow Wednesday morning for commuters who used Balboa Boulevard as the Department of Water and Power worked to repair the damage.
Two southbound lanes of Balboa Boulevard were closed, leaving just one lane open for traffic.
Water was temporarily cut off to 10 homes and 15 businesses in the area.
