Authorities say Araceli Martinez offered the victims legal resident status for money. Fourteen victims reported that they paid between $4,000 to $8,000.
When detectives learned of the scam, they went to Martinez's home to take her into custody, but she had left within the hour to catch a flight to Mexico.
Detectives coordinated with Airport Police, who detained her until deputies arrived. Authorities say her flight was scheduled to depart within minutes of her arrest.
Martinez is being held on $335,000 bail.
