Eyewitnesses said flames spread from the garage and then shot up the two-story building, damaging 20 units.
The building is along the 2700 block of Associated Road. About 50 people were displaced from their homes.
Two firefighters suffered minor injuries. They were treated at a local hospital and released.
The cause of the fire remains under investigation.
